Baghdad to transfer oil payments to Iraq Kurds today

BAGHDAD (Reuters) - Oil payments from Baghdad to Iraq's Kurdish region will be transferred today, Kurdish Energy Minister Ashti Hawrami said on Sunday, ending a heated tug-of-war over the issue, at least for now.

Baghdad and Kurdistan agreed earlier this month to draw a line under a dispute over oil payments after the latter pledged to continue exports and Baghdad said it would pay foreign companies working there.

Kurdistan has riled Baghdad by signing deals with foreign oil majors, such as Exxon and Chevron, contracts the central government rejects as illegal.

"Payments will be transferred to the Kurdish regional government today: that's what I've been told in Baghdad today," Hawrami told reporters in the Iraqi capital.

Hawrami was in Baghdad for a meeting also attended by Iraqi Oil Minister Abdul-Kareem Luaibi, at which they were due to discuss a long-awaited oil and gas law.

More than nine years after the toppling of Saddam Hussein, the OPEC member still has no binding hydrocarbon law. A 2007 draft national oil law that aims to resolve the disputes over crude has been caught up in political infighting.

The oil contracts row is part of a broader battle between the Baghdad government and Kurdistan over oil rights, territory and regional autonomy that is straining Iraq's uneasy federal union.

Butterflies' astounding tale revealed in 3-D movie

A new movie is bringing to theaters the tale of the discovery of monarch butterflies' astonishing migration ? a journey that remained shrouded in mystery up until the 1970s.

Based on a true story, the 3-D film "Flight of the Butterflies," which will be shown at IMAX theaters, chronicles the groundbreaking work of scientist Fred Urquhart, a man who spent many years trying to figure out where the iconic butterflies went during the cold winter months. They simply seemed to disappear.

Yet Urquhart's investigations ? and his invention of the first butterfly-tracking tags ? eventually uncovered a tale so strange it seemed more like fiction than fact.

It turns out that the dainty insects fly thousands of miles, from Mexico to the northern United States and Canada, and then back again, all over the course of about four generations.

Their story begins in a single swath of pine forest in central Mexico, where the butterflies spend the winter months clinging to the trees by the millions, barely moving, stuck in a sleepy torpor.

Come springtime, the monarchs begin to stir. They mate, and then begin to fly north. Over the course of several generations they travel through Texas, the Midwest, New England and still farther, until they alight on milkweed plants growing in the farthest reaches of their northward journey. This final generation of north-flying butterflies lays eggs, and then dies.

Then, the generation of butterflies born at these highest latitudes turns southward, and flies hundreds and hundreds of miles ? retracing the paths of their parents, grandparents and great-grandparents ? all the way back to that patch of Mexican fir forest.

It is still unknown how this long-lived "super-generation" of monarchs knows to make the long journey home to a land they've never seen.

Thanks to the immersive 3-D Giant Screen environment, audiences can see intimate details of this astonishing journey. The film offers an up-close look at the metamorphosis from egg to pupa to caterpillar to butterfly, along with stunning footage captured in the butterfly forests of Mexico. Although the film is an uplifting one, the story of the monarchs' struggle is tinctured with tragedy.

Monarch populations have faced significant declines over the last two decades, hit hard by a steep reduction in milkweed across North America. Milkweed is the only plant upon which the butterflies lay their eggs. Due to herbicide use and farming practices in the United States, milkweed has disappeared from some 140 million acres in the last 10 years.

Box-office money from the film will help fund butterfly conservation efforts, according to a statement from the production company.

The 3-D, big-screen film "Flight of the Butterflies" opens in select theaters in the United States and Canada on Oct. 1, and will continue to roll out at additional theaters into 2013.

FDA launches campaign against fake Internet pharmacies ? The ...

Buyers beware when it comes to buying medicine online, the Food and Drug Administration is warning consumers.? On Friday, the agency launched "BeSafeRx: Know Your Online Pharmacy," a national campaign to raise awareness about fake Internet pharmacies and their potential risk to consumer health.

?Buying medicines from rogue online pharmacies can be risky because they may sell fake, expired, contaminated, not approved by FDA, or otherwise unsafe products that are dangerous to patients,? said FDA Commissioner Dr. Margaret Hamburg. ??Fraudulent and illegal online pharmacies often offer deeply discounted products.? If the low prices seem too good to be true, they probably are.? FDA?s BeSafeRx campaign is designed to help patients learn how to avoid these risks.?

The agency did a survey and found that about 1 in 4 consumers bought prescription drugs online.? Nearly 30% said they were not confident about buying drugs safely on the Internet.

In July, the National Association of Boards of Pharmacy?analyzed more than 10,000 websites and found 97% were not in compliance with U.S. pharmacy laws and were listed as "Not Recommended."

These products present a potential serious risk because they can contain too little or too much active ingredient, the wrong ingredients altogether or no active ingredient at all.? The agency is telling patients to only buy their prescription drugs through online pharmacies that:
?are located in the United States
?require a "valid" prescription from a doctor/health care professional
?provide a licensed pharmacist for consultation
?are licensed by the patient's state board of pharmacy.

Tim Cook on Apple maps: 'We are extremely sorry,' working to fix it

NEW YORK, N.Y. - Apple CEO Tim Cook says the company is "extremely sorry" for the frustration that its maps application has caused and it's doing everything it can to make it better.

Cook said in a letter posted online Friday that Apple "fell short" in its commitment to make the best possible products for its customers.

He recommends that people try alternatives by downloading competing map apps from the App Store while Apple works on its own maps products.

The Cupertino, Calif., company had released an update to its iPhone and iPad operating system last week that replaced Google Maps with Apple's own maps application.

But users complained that the new maps have fewer details, lack public transit directions and misplace landmarks, among other problems.

Spain to pass reforms, budget cuts with eye on aid

MADRID (Reuters) - Spain was set to announce economic reforms and a tight 2013 budget on Thursday, aiming to avoid the political humiliation of having Brussels impose conditions on any request for an international bailout.

Some ministries could see their budgets slashed by up to 40 percent, Spanish media said, as Prime Minister Mariano Rajoy's battle to reduce one of the euro zone's biggest deficits is made still harder by falling tax revenues in a recession.

"We know what we have to do, and since we know it, we're doing it," Rajoy said on Wednesday as street protests in Madrid and secession talk by the northeastern Catalania region compounded his government's problems.

"We also know this entails a lot of sacrifices distributed... evenly throughout Spanish society," he said while visiting New York to attend the U.N. General Assembly.

Details are to be announced at a news conference starting at around 3 p.m. (1300 GMT) following a cabinet meeting.

Thousands of anti-austerity demonstrators demanding that Rajoy resign gathered for a second night on Wednesday near the parliament building, which was guarded by hundreds of police. Protests on Wednesday were peaceful after a march on Tuesday ended in clashes with police.

"The only way we can achieve anything is to be here every day," said demonstrator Adelaida Olivares, who is unemployed.

Rajoy's image has deteriorated rapidly since his party won an absolute parliamentary majority last November.

Newspaper pictures of the conservative premier smoking a cigar on Sixth Avenue in New York while protesters gathered in Madrid fuelled criticism of his detached attitude toward Spain's mounting problems.

Rising calls for independence from within Catalonia, one of Spain's wealthiest regions, ahead of an early regional election set for November 25 have added to uncertainty over Rajoy's ability to make powerful regional barons accept deep fiscal sacrifices.

Reforms intended to win over skeptical investors and control spending are likely to include a new tax oversight body as recommended by Brussels, curbs on early retirement, new taxes on greenhouse gas emissions and stock transactions, and scrapping some tax exemptions.

Business daily Expansion, citing official sources, said the government would save up to 1.5 billion euros ($1.9 billion) by weeding out corporate tax breaks, including reinvestment incentives and exemptions on foreign earnings and dividends.

According to Juan Jose Rubio Guerrero, president of the Independent Forum of Fiscal Analysts, tax breaks are worth 38 billion euros in Spain.

Wage freezes for public employees will also be extended into 2013, trade union sources said.

Cuts in department budgets would range from 4.2 percent at the justice ministry to 30 percent at agriculture, while Industry Minister Jose Manuel Soria said his own ministry would see its budget cut by 40 percent, Europa Press said.

Other media said the public works ministry would reduce spending on infrastructure by nearly a quarter, while the culture ministry budget would be cut by a third.

Spain is talking to Brussels about the terms of a possible European aid package that would trigger a European Central Bank bond-buying program and ease Madrid's unsustainable borrowing costs. The reforms to be announced on Thursday are meant to pre-empt the conditions that would be attached to the aid.

Uncertainty over the timing of an aid request and divisions within the European Union over a plan to create a banking union sent the yield on Spain's 10-year bond to its highest since the ECB announced its bond-buying plan on September 6.

However, jitters about Spain did not prevent Italy holding a successful debt auction on Thursday, with five-year borrowing costs falling to their lowest level since May 2011 at 4.09 percent compared to 4.73 percent in late August. Rome's 10-year yield also fell to 5.24 percent from 5.82 percent a month ago.

Spain, the euro zone's fourth largest economy, is at the centre of the crisis. Investors fear that Madrid cannot control its finances and that Rajoy does not have the political will to take all the necessary but unpopular measures.

ECB data released on Thursday showed consumers and companies continued to pull their money out of Spanish banks in August, though at a slower pace than in July, with private sector deposits falling slightly more than 1 percent in the month.

Euro zone economic sentiment fell sharply in September, defying expectations, as the region sinks in to recession. Even in the currency bloc's most successful economy, Germany, unemployment crept up for a six successive month in September.

Figures released on Tuesday suggested Spain will miss its public deficit target of 6.3 percent of gross domestic product this year, and on Wednesday the central bank said the economy continued to contract sharply in the third quarter.

Retail figures on Thursday showed sales fell for the 26th straight month in August, adding to pressure for an economy reeling from paralyzed domestic demand and high unemployment. as Critics say Rajoy's measures lack substance and fail to outline convincingly how they will raise the necessary cash.

"On paper they can make it all add up, but it will be hard to make the budget credible given all the reasonable doubts on the deficit target. It will be really tough to make the markets buy it," said a member of parliament for the ruling party, who asked not to be named.

LITTLE ROOM TO MANOEUVRE

Sweeping tax hikes and spending cuts introduced in July mean the government has little room to manoeuvre.

After street protests against austerity turned violent on Tuesday, Rajoy may choose to tread carefully and avoid further cuts to the welfare system. But with pensions one of the largest spending costs, further belt-tightening may be unavoidable.

European diplomats are exerting pressure on Madrid to freeze pensions, although the Rajoy government has been adamant that it would only touch pensions as a last resort.

The 2012 budget, which was delayed after the previous Socialist government passed the baton in advance of a national election last November, was further held up by Rajoy until after regional elections in Andalusia in March.

"The wait for the Andalusia elections sent a very negative signal on what we could expect from the new government. They say they'll do whatever needs to be done, but that needed to be done, and when it wasn't, it hit credibility," said Luis Carames, economist at the University of Santiago de Compostela.

Elections in Galicia, the region where Rajoy was born, and in the Basque Country on October 21 could partly explain his procrastination over the aid application.

Six Bad Direct Marketing Habits Banks Need to Break | The ...

I?ve been involved in financial services direct marketing for the better part of two decades, and while there have been a number of advances in the way banks communicate to their customers, there are still a number of bad habits that haven?t been broken, as well as some new habits that just don?t make sense.

Why is collecting valuable customer data so difficult?

If my dry cleaner, grocer, department store and virtually every retailer online can ask for email addresses and cell phone numbers, why can?t banks? This problem is similar to one that banks faced two decades when new account personnel were reluctant to collect birth dates because the question made them uncomfortable. Eventually birth dates became a non-issue when the government required financial institutions gather this information. So why is it so difficult to collect email addresses and cell phone numbers that makes communication easier? This basic insight collection should be required from our staff and should be used for marketing based on the customer?s communication channel preferences.

Key Point: If Old Navy and Apple can get every customer to give up their email address, so can your staff.

Why don?t we ask our customers for their preferred communication channel?

In addition to asking for the customer?s email address and mobile phone number, why is it so hard to also ask what channel the customer wants to be communicated with? In my household, I will look at almost all email but not very much direct mail. My wife is the opposite. Seeing that my wife makes virtually all of the decisions regarding banking relationships, wouldn?t knowing her preferred channel be helpful for a financial marketer to know? Wouldn?t this be helpful for a bank trying to optimize their marketing communication? For a bank trying to cut costs and reduce waste? All we need to do is to position this issue as a benefit to customers: ?So that we may keep you informed of account changes and special offers, how would you prefer we communicate with you??

Key Point: If you let customers choose what channels you use for communications, they?ll be more receptive to the messages you send.

Why do bank marketers still fear email?

Many banks are very tentative about using email as a communications tool. When asked for a reason, some say they?ve promised customers that they?ll never send any emails ever, so that way customers can easily spot scams ? anything purporting to be from the bank would a phishing attempt. Others say their list of email addresses are probably outdated and would likely trigger a significant number of returned emails. While this, by itself, should not prohibit the bank from communicating using this channel, these are usually the same institutions that avoid doing a proactive clean up of their email database. In other words, the challenge will only get bigger in the future. Banks need to build an ongoing process for updating email lists.

Key Point: Email marketing works.

Why limit the number of touches?

A number of banks I have worked with put a subjective limit on the number of times a customer can be communicated with, either in a specific channel or overall. The number normally is not based on any quantitative research, but usually based on what feels right. Who determines this limit? Why would there be a limit if the bank?s research shows the customer has been responsive or that there is a need? (note: In some cases, the limit on communication is more stringent for higher value customers even though these are the same customers who are most likely to respond) We need to stop putting communication limits on any channel, but rather use advanced analytics to determine when communication should occur and through which channel.

Key Point: If a communications strategy works, it works? whether that strategy involves four touches or forty.

Why are we moving all communication to digital channels?

Are digital channels less expensive than more traditional channels such as direct mail, email and mass media? Yes. Are digital channels more effective than traditional and mass media channels?At times. Is the integration of multiple channels more effective than using solely digital channels? Almost always. The key is to use behavioral and response data to determine the best mix of channels that should be used for each individual customer at different stages of the buying process. While many consumers use digital channels as part of their shopping process, research shows that direct mail and email can lift results/ROI when used in tandem with digital channels. In fact, recent research also shows that even direct mail influences Gen-Y?s financial decisions.

Key Point: Multichannel marketing is more effective than one channel or another. You need to measure attribution of each channel, and test the sequence, cadence and mix of channels to generate optimum results.

Why is result measurement so slow (or non-existent)?

In an age of massive data, technology and knowledge, most banks don?t have immediate access to program results and the tools to apply these results to future initiatives. Amazing? In many cases, the analysis of programs lags program completion by weeks or months, eliminating the potential for insight to be applied quickly for subsequent programs. While the challenge is usually blamed on the lack of human resources, there is still the ability to do tracking studies that can provide 80% of the insights needed to make informed decisions quickly. While cross-tabbed evaluation of data may not be available as quickly as you?d like, major trends can be determined using tracking data that can assist with? program planning ? immediately, and down the road.

Key Point: Effective direct marketers use data to sharpen all the arrows in their sling.

I know I haven?t touched on all of the bad direct marketing habits we have as financial marketers, but these are some of my favorites. I would love to hear some of the rants other financial marketers may have.
